glamor: add GBM_MAX_PLANES fallback for NetBSD and other platforms

Browse source 
GBM_MAX_PLANES is not defined on all platforms (e.g., NetBSD).
Add a fallback definition (4 planes is the standard GBM value)
to allow the build to succeed on platforms where it's not provided
by the system GBM headers.
