Cygwin/X: Fix several prototypes to return HICON ...
Fix prototypes of winOverrideIcon(), winTaskbarIcon() and winOverrideDefaultIcon() to return HICON
Also use HICON type in WINPREFS stucture
Remove various casts these changes make unnecessary
