that's a toughie to implement on Windows or something, dunno. Use
dynamic initialization instead, then.

TODO: write into encoder->fastrd_learning_outfile instead of stdout.
It's a toughie tho, because fwrite takes in FILE* instead of const FILE*
but the encoder_control_t is passed as a const.
